Whoa, I've actually read both versions of the by-laws (and authored neither), and the "nut-job" version is clearly superior as to both style and substance.

YY PA is the same. Although people here claim it's about people voting on expenditures - only those who give money should have a vote on how it's spent (makes sense) - that's simply not true since "voting" always seems to pass whatever the board proposes. It's really about who gets to vote for board president and other officers in the PA. Only parents who pay should get to choose them.
At YY, (I missed the first year) there has been a single slate, meaning getting anyone to run has been a huge effort. this year it sounds like there may be multiple candidates for positions, which is great, but "votes" in the past have been voice acclamations after much cajoling for folks to run.
