If DC doesn't have jurisdiction (though it does), it sort of begs the question of why Bowser didn't warn the public that Trump was ignoring every environmental regulation on the books with the destruction of the East Wing. I think the bigger issue is that she's not really a leader. It's just not who she is. She seems uncomfortable with power and taking risk and politics and never seemed to have any vision of what she wanted to do. She's like the anti-Nancy Pelosi.
