Also: metro and buses should run way more frequently, similar to European and Asian cities. Like every 1-2 minutes (the metro trains could have fewer cars). This makes public transportation a more viable option for many. Right now it’s very often faster to drive than to take the bus or metro, disincentivizing use.
Most residential areas do not have metro access or bus stops nearby. And because of the spoke pattern of transit making lines converge and serve the city inter-suburban transit doesn't exist. Most transit in large metro areas is centered around commute to office hubs. It's not about frequency, but about reach and the routes that would serve residential areas to take people from one to another, not just DC downtown or Tysons or Reston or Bethesda, etc office parks and malls.
people with families tend to drive their kids around to playdates or activities and also need to lug groceries, which is not plausible via public transit.
