I think they’re trying to save USAID

USAID is not as essential to the US interest as continued security and stability of our monetary system and ongoing integrity of congressional authorization of funding. It seems like they may be asleep at the wheel here.

Most departments and agencies are in the executive branch.

But they carry out (and are the only ones who carry out) the laws written by and disburse the money appropriated to enact the laws.
