The Biden Administration hired hundreds of air traffic controllers. There has been a shortage for decades because it is a crappy and stressful job. Maybe if the ATCs had regular 8 hour shifts with lunch breaks and it was fully staffed with alternates in reserve like other jobs, it wouldn't be so bad. Reagan set the bar low and it has only gotten worse.
