That’s not how the law works.
OOS students are residents of their home state. If they want to vote and can’t travel back to vote in person, they have to submit absentee ballots to their states of residence. They cannot vote in the town where their dorm is unless they change their residency to that state/district. Most parents still claim them as dependents on their tax returns. If the parents do that, then they have to maintain their residency with the parents.
And students here in student visas are not American citizens so they are ineligible to vote based on federal law.

Make it seem? Why is there this elaborate well-funded operation to get tens of thousands of kids who literally do not live in Michigan registered to vote and voting on UofM's campus? Because Michigan's swing state. UofM's campus is over 50% out-of-state and international students. Any in-state kid can easily get an absentee ballot from their hometown clerk. Kids should be voting where they went to high school. If you don't qualify for in-state tuition, you're not a Michigan resident and shouldn't be used as a tool to swing elections. How can anyone with an ounce of morals and integrity support this garbage?
Should the Liberty University students not vote in VA? All you need is proof of your dormitory to vote.
