No idea as to the legality...but at the end of the day, a coach can keep whoever he/she wants to keep on a final roster. Tallest players...shortest players...best players...most experienced players...hardest workers...players with best attitude...etc. etc.

Not PP, but an earlier poster pointed out that it is a VHSL rule, not an Arlington County rule. So it absolutely makes sense that it was written with the intent of allowing a smaller school to field a team.
The rule is "may" allow 8th graders. FFX doesn't follow this rule. So it is an APS decision. They have influence on whether 8th graders can play or not.

Lots to unpack except the rules allow for 8th graders to play on JV. Don't like the rules, work with APS to change the rules or get you kid better.
