Only 10%? In our school, about 20% second graders get admitted in AAP every year. it's an AAP center.

Maybe it's teacher/school specific but my kid's teacher did some other reading assessment one on one for each kid that measures fluency, speed, accuracy etc. (sorry the name escapes me right now, not DRA). She seemed blown away when discussed at the P/T conf. I'm hoping it's included since DC didn't do well on the verbal section of the CogAT for some reason (115).
