It's always happened. Tournament directors and clubs scheduling aren't stupid. Teams have dodged other teams that aren't in the same league but may be equally as strong forever. It's the same reason clubs in areas with a lot strong teams go elsewhere for tournaments rather than play locally. You lose locally, you lose customers.

NL teams are not chasing got soccer points. They enter bigger local tournaments looking for extra games to give the bench more playing time. On the flip side clubs with RL and NL will send NL starters to bolster the RL teams in the big games outside of league play. So there is more parity and not reflective of level of play in their leagues. Yes there are exceptions.
