It wasnt an EO. It was internal guidance and it ordered an immediate stop. This was again stated and clarified on Sunday. "During this review period, all foreign assistance funding mechanisms, with the exception of waivers, are stopped."

It was implemented by Monday. Remember, the stop work order was issue at the end of work day on Friday, and leadership took all weekend to figure out what the hell is happening and how it affects the company.

Well we had contractors working Mon and Tues. Definately not stopped work.

I'm sorry they are going through that, truly. I have a college and HS kid.

However, I've been a contractor most of my career, and so I've always kept 18mo expenses saved because the gravy train can stop at any moment My private industry contract might end in May, so I know how nerve wracking being a contractor is wrt to employment stability. It will hurt a bit if the contract ends, especially because I'm 54. Spouse at 60 has already given up looking for new contracts due to ageism.

Hopefully, they have some money saved. As for insurance, get ACA. We had private insurance pre-ACA and post ACA. We could never have been contractors without it. Thank you, Obama. And I'm not a Dem.

Contractor - stop work order in am then termination letters around 8pm for about 300 people.

The institutional contractors were fired, not career staff. These folks sit in USAID like regular employees, but are actually not USAID employees - they are employed by a staffing company which has a contract with USAID. Those contracts are now frozen, so the staffing companies (WWC Global etc) have had to do layoffs. So - same as what is happening at bigger firms that implement our programs overseas.
