Top 5 program (with Harvard, Stanford and Princeton) in some sub areas of poly sci and top 15 overall.
I know a very top kid who matriculated there and was like "decent enough school but huh?" but it was a purposeful choice for her interest.
Rochester is a well respected top 50 school.
Sure but it's not ranked alongside Harvard and Stanford in every discipline like is is in Poly Sci.

You are wrong to get a poli sci degree unless it is from a top 5 program. And maybe even then.
Rochester's Department of Political Science was ranked #4 (behind just Harvard, Stanford, and Princeton)
By who?
USNWR has it at #19.

UC Davis is ranked #38 nationally. I’d hardly call that “low ranked”.

BYU - #3 accounting program in the nation
St. Joseph's University in Philly - #8 for analytics and #7 for insurance
University of Utah - #5 for entrepreneurship
Georgia State - #4 for insurance and #9 for Information Systems,
...
What is your source for all these rankings?
