What law? Do you have a cite? Did the DoJ charge Cohen with violating a federal or a state law? I'm fairly certain that it was federal, which means that the Manhattan DA cannot charge Trump with violating the same law
Trump tried to claim the pornstar payout as a tax deduction. That fraud would apply to both state and federal taxes. Cohen was convicted and served time for his role in the federal tax fraud scheme.
