What, exactly, is there to talk about? Why does there need to be a conversation? This is not a statement that a serious person would ever make.

Camera tickets accrue to a vehicle, not a driver so that might be part of the odd wording.

I do not believe the driver's name has been released yet. I heard it was a woman. No idea if she is the owner of the vehicle.
