Yes she does, she made a counteroffer in a press release, and if you knew how negotiations work, you would know how to read it. It's okay, the media didn't give it much coverage, so they don't know how it works either.

McConnell isn’t going to waste time having a vote for a bill he knows the President will veto. That bill MUST contain funding for the Wall.
And I agree, Nancy should let the House vote on bill with DACA amnesty that Trump just offered. She doesn’t know how to negotiate.
