Oh, I misunderstood - those are the approval ratings for Trump by Rs and Ds. Rs approve of Trump and his handling of issues and Ds disapprove - and Independents disapprove. Arguably, Independents are the most important block, since numerically they are the greatest number. To some extent, Independents will lean R or D and vote consistently that way. Whether Independents are truly independent or are primarily disaffected Rs or Ds - these are bad numbers for the GOP.
Yes, I read it that way first too. 90% of Republicans approve of Trump. Democrat approval of Trump is in the single digits, and independents have cratered to a 26% approval of Trump which as you noted as the swing in the swing states that are needed.
