If that was the case, he would have done it during his first term. Further his “wrong reason” is that his polling is in the gutter. We know this is true because there’s a tweet for every occasion (see his tweet claiming Obama would do this because of low polling).

There was this thing called Covid in the first term. It was a little more important.
