GFR is pretty lean management-wise. Who exactly are "all the people that were in charge" that will prevent changes?
Not saying prevent changes but anyone who thinks a person comes in and starts dictating what is done, how it's done is not being honest here. She'll need a year or 2 to learn the landscape, all the people in play will be on their best behavior to make a good impression. She shouldn't be judged if everyone leaves, and she shouldn't be given flowers if everyone stays. We won't know until a couple of years down the road.
