No ice agent can be seen directly in FRONT of her car. They shot her from the side. She no longer had control of the car. A witness said she was shot 3 times.

The agent who fired the shots wasn't originally in view. There was just the 2 guys who got out of the pickup truck. ONLY when she starts to turn to drive off, does that agent come into view, meaning he WAS in front of the car. In the heat of the moment, I can see how he doesn't know if she continues her turn or stops turning and hits him.
