The man who attacked the daycare workers told them to go ahead and call the police because they won't do anything, so it's already common knowledge the city will do nothing. It is sexual violence but it's not considered a crime in DC if the offender is homeless and mentally ill.

I to this day have no idea why carjacking does not come with a 20 year mandatory minimum sentence regardless of the ages of all perpetrators. Stealing a car should come with a 15 year mandatory minimum. See how quickly the stats go down once we start throwing these kids in jail and throwing away the key.
