It is the president’s job to lawfully execute the laws congress has passed. The funds are legally available.

If Russ Vought has suddenly forgotten how to apportion legally available funds then he needs to be fired. They can also
Lawfully transfer tariff revenues to snap just as they did for WIC and plan to do for farmer bailouts.

The amount of law breaking they are doing to fund military salaries and other things they WANT to do but have far less legal basis while playing dumb on SNAP is insane.
