No it’s actually a ballroom. The president is a demented old man and is obsessed with ballrooms because he thinks he’s some kind of great builder of hotels. There’s nothing deeper here.

He’s also obsessed with being fake royalty which is why he puts gold on everything like a tacky Versailles. But I think he’s also paranoid about being poisoned or shot so it probably does have a bunker and this helps him avoid going out in public. He didn’t even make it to his big prayer fest.
