If she’s truly unemployed, and doesn’t have a husband making good money, she is choosing to elect COBRA instead of finding out what free low income coverage is available for her kids and/or a heavily subsidized ACA plan (open enrollment right now with increased subsidies, thanks to Biden). If she chooses not to do that and continue to pay $2K for COBRA, that’s her CHOICE.
