To answer your original question, though, you might try BR and J Crew--they tend to have longer inseans. You will probably have to get your pants taken in regardless, though.
(5"2" 95lbs) I do a lot of my shopping at Express!!!! But even most of their pants swim on my butt. I too spend a lot in alterations. J. Crew xs, Ann Taylor Loft xs, Express xs, are my current trends... I still haven't found a store that has work pants that will fit me nicely... my tailor is on speed dial.
