There is a reluctance to call a spade a spade, and to deal with the issue in a timely and appropriate manner. The victims and their families can be left cold dealing with it and recovering essentially on their own because of this reluctance. On the plus side, there isn't a lot of bullying. But when it happens, god help the victim because GDS will not.
