There is a trickle down effect for waitlists. People just want to know if other waitlists are moving to get some idea of whether it's possible their waitlist might move eventually.

I don't know that they have a "top."
If they unexpectantly lose a economics major who is one race or gender, they might try to replace that person. But I don't think they throw everyone onto one list and proceed down it in order.
