It’s not OP. You were making up stories about the social deprivation of the people you don’t know, why could not I make up a scenario too (a one that is much more likely).

It is much smaller than indoors but not null. Transmission depends on the proximity to others, exposure, and activity (speaking loudly and yelling increases transmission chances).
It’s not so black and white.
There is no risk of an indoor transmission when people are in separate indoor settings, but there is a risk of an outdoor transmission when people are yelling while standing close to each other.

Because socializing outdoors with a mask is low risk as is socializing outdoors without a mask. Maybe these moms needed to have real social interaction and see each others’ faces. Socializing outdoors is low risk in general and policing others with your superfluous mask rules isn’t helpful. Personally I am happy that people are finding less risky ways to get their social needs met. You have no idea what mental health challenges others are facing right now. I wish more people would look at the messaging that Julia Marcus has put out regarding risk reduction.
