I'm not worried if it's a single case of a person who probably got it elsewhere but wondering if their procedure is to quarantine the whole team and the coach. Or whether they hope people were distant enough that others are unlikely to have gotten it.

There really isn't much space other than the county run pools, and even places that have been other clubs' "homes" in the past may not be available right now.
Georgetown Prep is used by a few clubs (NCAP, TOLL, JFD), but they are currently not renting space. This is a big loss, they have more lanes than the other schools and were able to rent to several groups.
Stone Ridge and Holton Arms usually rent space, I think ASA is currently using SR, not sure of anything else.
Montgomery College has pools used by a few groups, not sure what the current status is.
Quince Orchard bubble (JFD, TIBU?, NCAP?)
Lifetime (their own team)
Silver Spring YMCA (their own team)
A few clubs use Fairland (PG County)
Landon has an outdoor pool, is anyone using that?
some clubs are renting country club pools.
Montgomery College pool is closed when I looked.

The state has reclassified club swimming as low risk, when protocols are in place. After all, they are swimming in disinfectant!
