Just FYI. He was looking for his keys which he had lost earlier. That's why he was on the sidewalk and he was probably driving very slowly so that he could see the keys.

Ok, let's assume I agree that no one should run from the police (there's the faulty assumption that the police are 100% correct and honest, which is faulty).
So then what should be the consequences if someone chooses to run? An additional misdemeanor charge if caught? Summary execution? Something in between?
Sometimes pedestrians are summarily executed by people running from police or just already engaged in illegal behavior and driving irresponsibly. This has happened to folks in DC hit by stolen vehicles. This could have happened to anyone on foot hit by this kids scooter. This is primarily why police dont give chase.
