Just because the GOP is so monumentally horrible lately, I would totally believe that he hit the person, knew it and lied.

In Virginia it's a Class 3 misdemeanor to hit an animal and not report it or render aid. Also damage more than $1000 to your vehicle on a public road is supposed to be reported. Not doing so is a Class 5 felony. Did you ever take a class to receive your license?
