I'm not a democrat, but I think this is a great idea.

This is a great way to protect those in lower SES situations who simply aren't in a position to better their living situations at the moment. Nobody should be forced to live in a one bedroom apartment with their two kids while toxic smoke wafts in from the neighbor's apartment every day.
