We have extra favors, not only for siblings who come, but siblings who are at home. I find it so sweet when a child asks for extras for their brother or sister who did not come to the party. Also, I am not poor or poorly raised so extra food and extra favors is no hardship for us.

OP, this is on you. You did not put no siblings in your invite and now you have siblings coming. Be nice and provide the cookies to all the kids who have RSVPd
Now if someone shows up randomly on the day of party, I wouldn't feel obliged to provide any favor.

OP, put the custom and non custom cookies in bags that you cannot see through. Put names on the bags with the custom cookies and no name for the others and arrange them separately next to each other. If the kids do notice their cookies are different, let the rude parents deal with the crying and fighting in the car.
