DC doesn’t have to bend to anyone’s whims when it comes to Union Station, because it neither owns nor controls the parking garage. The city is lucky that Amtrak and the USDOT are even listening to neighborhood concerns, but Amtrak and the feds will ultimately decide what type of parking facility is built.

Yup. I live in Maryland. I don't expect the DC government to make it easy and convenient for me to drive through DC neighborhoods. Why should they? When I go to Union Station, I take the Metro. That's what it's there for.

The federal government owns Union Station, though, which is relevant to this thread. It doesn’t matter whether Washington remains a city it becomes a state.
