This is why a lil bit of education or atleast the ability to find out what the word means goes a long way in understanding it. Decriminalize isn’t the same as open borders. In law there are two types , criminal law and civil law. Decriminalize simply means that the families who cross the border will be punished by civil law, not by criminal law. It means we don’t treat desperate people as rapists and murderers. It means we will be kind and humane but you would still be punished in a civil manner and involves jail time. But if you have criminal record or have committed other crimes while here illegally then and only then will you be considered a criminal.
Civil penalties are usually nominal with some fines attached.

Civil penalties are for the ones who are qualified to get asylum. Not for everyone. They are basically shifting the blame for illegal immigration on the desperate people and not on the rich people who give them employment as inducement for them to come.
