Seems to me the fault lies with whomever displayed the picture without presenting the context that it was meant to ridicule ethnic stereotypes. But the teacher should have recognized this, and ensured context was presented, rather than go off on a political rant against Trump.

South Arlington resident here- I've learned that "South Arlington" is often a euphemism for "where the non-whites live."
