Source? There is nothing in the 2018-19 DA rules about it. http://www.ussoccerda.com/academy-operations
I haven't seen or heard anything about this and highly doubt they would allow it. It's one thing at the younger ages, teenage years are completely different.
I think this is just a rumor.

However, the tide has shifted and DCU appears to have an upper hand in most games in the last year or two. I am not sure whether this resulted from recruitment from other clubs, but DCU teams are now stronger in most age groups.
Not sure I would agree with that. The games this weekend were all very close (U16s in EDP drew 1-1 also), and last year they both won some, lost some. Top to bottom I think the two clubs are pretty evenly matched, with maybe a slight edge to DC, but not much. On any given day either of team could win. Given the huge recruitment advantage DCU has, Bethesda has to get a lot of credit for being able to stay close to them.

If they make the team and the refs call fouls the same then bring it.

DC United has been much more organized and stable for the last year or two. They have a decent academy director and have had less coaching turnover. That makes a big difference. Hopefully they'll be able to build on this, though it would help a ton if the academy got more funding from DC United.

Are the 2 clubs normally that competitive with each other? A lot of close games.
Yes, and they get really pumped up to play each other. It's a good rivalry. At the older age groups at least there are always kids and parents who are not affiliated with either club who come to watch.
