They tell you social programs are bad, then transfer as much wealth as possible upwards. How some are convinced that corporate tools like this actually care about the people's well being, I'll never know...

That's been good for your personal wallet. (It hasn't made a difference to my personal wallet because my state income taxes haven't changed, I don't drive on toll roads anyway, and actually my cost of commuting increased due to a fare increase.)
What has Hogan done that was good for Maryland?
Funded bay clean-up. Worked in a bipartisan way to do this. Helped our major beach resort compete against DE beaches by having school start after a Labor Day.
What data are you looking at, that shows that the executive order actually did this?
As for the bay clean-up, he campaigned against the so-called "rain tax" (actually a tax to pay for stormwater management) and weakened O'Malley's regulations on the disposal of chicken manure.
