He hates everything because he is having no success at any of it.

Watch out about the lying. Rarely are kids just liars. Usually it is a juvenile and sometimes irrational response to parent confrontations. Yeah, they have to learn not to lie but we have to learn not to exacerbate existing issues when trying to parent and teach.

This kid has a problem. If this was my DC, the phone would be gone and the use of electronics for school work would be monitored.

You can't take away electronics. They need iPads for textbooks and laptops for homework. Even if you take the phone they can do all the same things on iPad and MacBook. And taking away the phone seems to be more annoying than it's worth.
