It depends. This is allowed but as a civilian employee you can defer your military pension and count your time-in-service towards your civilian pension. It just depends on the individual circumstances driving the math.
Does this mean he's collecting his Army pension while also collecting $150K+ as an SES?

If you've seen the movie "the Beach" with Dicaprio, it reminds me of when he started to go mad and was visualizing himself in a video game... this is probably what this guy was doing with his parking enforcement.

They share an alley, but he appears to be on another street on the other side of their city block. So basically he was stalking all the other adjoining streets to find abusers of the VPP? Utterly bizarre.
I'd "get it" if the nanny was parking in "his" spot everyday. But she didn't even park on his street. How weird.
Honestly, it sounds racially motivated.
That was my first thought as well- why is this bugging him so much?
My second thought was - why is he home all the time during the day?
Did you read the WAPO article? He is retired.
In that role, his LinkedIn page says, the retired Army officer “personally advises the Secretary of Defense and senior leadership on the public impact of proposed policies, programs, operations, and activities of the Department.”
He's not retired, as in home all day puttering in the garden. He is "retired military," which means he is no longer in the Army. He is employed by the DoD in a civilian job.

The weirdest thing about this is that she continues to work for the family and the crazy neighbor is still RIGHT THERE. Is he supposed to only walk to the right when leaving his house? The poor lady must be so stressed.
And my DH would be so gone if he pulled this. . .
You have NO idea if this man's wife wasn't gossiping or complaining about the nanny's car or the parking situation to him. We do not know if his wife knew what he was up to or not.
Spouses tend to discuss things.
And until the news divulges the nanny had VA tags it really does not matter that you "know". She still had a parking permit to be there and was not staying over night. Citizens on patrol do not trump the rules if they are being followed. Not sure why people cannot accept this.
Pp here -- I also think the nanny wasn't doing anything wrong, just confirming to an earlier poster that the nanny doesn't have DC plates.
If my DH told me that he was going to be spending time during the day documenting parking passes, I would have recommended that he find a better hobby, or maybe even just tell him to go talk with the police and parking permit people. I have a hard time believing a wife (with a military background) would encourage her husband (with a security clearance) to break the law himself by stealing the tags.
How could he not have thought some of the houses might have had security cameras? Or someone may have seen him?

Yes, that was my second thought, as well. How the hell is someone so high level telecommuting so much?!? Is he actually working?
If anything, I think mismanagement/fraud of reported working hours is what will get him sacked.
Wouldn't he be entitled to vacation or personal days? And couldn't some of these events have taken place on a weekend?
All the incidents happened on weekdays in the month of April during the daytime. Highly unlikely he was using PTO over several weeks.
This idiot better have every hour tracked and accounted for work-wise. They will nail him for telecommuting fraud, I guarantee it.
