It literally means her legs and feet were separate from her upper half. I didn't see it but two of my neighbors did. IMO there is NO WAY someone hits a person with their car/truck with that amount of force that doesn't know they hit someone.

FYI to all, Deb was neither a jogger, nor did she drive. She was intimately familiar with the area, and was following her regular walking route. Interesting to read all of the speculation from people who clearly did not know the "victim."
RIP DB, ironic way to leave this life with consideration to how you lived it.

"The driver was headed towards a construction site near West Masonic View Drive to load construction gravel into the truck. She was allegedly seen cleaning matter off the mudflaps and undercarriage and covered them using gravel from the site.

A worker at the site told News4 he heard the woman say, "I think I hit an animal." After later hearing the story from the construction crew, he immediately called police."

Just awful.

I can't find a link on WTOP, but I heard a horrible report there yesterday that the dump truck driver was seen trying to clean something off her car after the incident. So that suggests to me that she def. knew what happened.

Gravel/dump/garbage truck drivers frequently drive like maniacs. I see it all the time.

She was standing in the part of the street that is intended for people on foot to use.

It's a novel interpretation of risk minimization to say that people on foot must not ever step into the street.

She was inside that white line for parked cars/drivers portion of the road.
