More chains in the city than most places. The original Hooters, in fact, was in midtown Manhattan and is still there.

It does. There are just so many choices in DC proper that are not chains, and many chains don't even come into the District. When you don't have a car, it's not really an option to cruise Rockville Pike to pick which chain you will eat at that night.
