Why does it differ according the state if it is a pool of money from multiple states? Also, do you have to live, be a resident of, have an affiliate with (eg, work in) or buy the ticket in VA?
You're entering into an agreement with the state lottery that you buy your ticket from. You don't have to be a resident to buy a ticket, but if you buy a winning ticket in, say North Carolina, you'll have to go to that state to collect.
There are some exceptions to the photo/name rules. If you are in hiding because of a protective order or the witness protection program, you can claim anonymously in most states.
While it sucks to have your photo and name published, keep in mind that Virginia has a low state tax rate. When you're talking about hundreds of millions, a few percentage points can mean a lot of money.
