Seriously? My son refused to go to school in the south because he thought it was too conservative. Does that make him a brat? I know people who wouldn't go to school in the Midwest or in red states because they couldn't get their hormones. Does that make them brats?

NP: I think it’s more the saying sigh, my kid would never even apply to [insert names of highly rejective schools], as if this kid is a shoo in but for kid’s distaste for the schools’ geographic location.

It depends from which kind of high school. If near perfect grade and top rigor but only 1400 SAT and it is not a HS top colleges are familiar with, they would assume school is not rigorous. I wouldn't submit to T20 if you can apply test optional. If you're FGLI, then submit it.
