No, the police have said these charges have nothing to do with the other molestation related charges and happened in a different state. These are separate charges that occurred in Arkansas and involved 4 minor children and both parents. These seem to have come to light during the investigation. Someone may have talked to their own kids to see if they were ever abused and in the course of those conversations it was disclosed they had been locked in their rooms - just speculation.
The Duggars use "blanket training" where they use corporal punishment on infants, so I can imagine they also engage in other forms of abuse and neglect.

The parents put a baby on a blanket and then place a toy off of the blanket. When the baby tries to crawl off to get the toy the parent slaps or spanks the baby. So the baby learns by utter fear and terror to be obedient.

It’s a more extreme version of what Jim Bob and Michelle did. In their house, the boys and girls rooms were in separate wings and you had to pass through the parent’s bedroom to access the girl’s room.
I think these people are all bad news, but having to pass through the parents to get to the girls was probably to protect the girls after their older brother was known to have abused multiple of them and they had to continue living in the same house with him. I don't think that's in the same category as literally locking kids in their rooms.
