There are many public universities that offer that experience, & many offer merit aid that will bring net price down to roughly that of U of MD in-state. And the gpa/test scores you need for such aid don’t have to be sky-high.
There are also public flagships on the east coast. Starting in the north with Maine, NH, Vermont, UMass, UConn, Rhode Island, SUNYs, Rutgers (NJ), Delaware. Most of them have acceptance rates to UMD's and could possibly be similar in cost.
