The point of the extreme gerrymandering in VA and CA is to bring the national GOP to the table to negotiate on a permanent solution to the problem.

Sometimes you need to force a man to his knees & to scream "uncle" before he will moderate himself.

The only way to get there is to show the republicans that it hurts them. The Ds for a long time stupidly adopted independent commissions in blue states while letting Rs go hog wild on gerrymandering in red states, so the Rs decided there was no cost to gerrymandering.
