That's the point, he isn't attacking any cities in red states because he doesn't want to do anything to disturb the Republican electoral map. Because Republicans are for strong local governments, unless the local government is full of Democrats and then their authoritarian tendencies take over.

Okay so how about tulsa? Or jacksonville? Or fresno? All have higher crime rates per capita then the city's Trump is targeting and are led by Republicans

The police budget was never defunded. It actually increased a bit. But as pp says, the white house just took a 20% hack to security funding.

Money is not the issue. We have funding for 800 more officers, but no one wants the job. Why would you want to be a cop in DC?
Retention and recruitment is down across the country. The reasons are more complex than oh they just don't respect me enough or I might get killed, though are probably good enough reasons for a large percentage of the type people who would want to become cops

Nice try but those we're projections because the GOP house cut 1 billion of federal funding to DC to try to get their stopgap spending bill passed to avert a government shutdown.

Some cities arrest more offenders rather than ignoring criminal behavior.
