I have a Stihl electric leaf blower. It’s every bit as loud as a typical gas blower.

What more evidence is needed - nobody is going to court over this. For leaf blowers, it's different since the action is ephemeral but a note is left that it's was reported with a reminder of the ordinance and a county number to call to discuss.

The point is, a report can be made anonymously in MoCo.

That’s the same approach Trump takes. I’m also highly skeptical code enforcement is coming out while there’s snow or ice on a sidewalk because it’s hard to get them to come out for life safety violations in apartments on sunny days.

I don't know about apartments, I'm in a SFH. They make it most of the time and they report status on the ticket(you get a ticket number). But, I'm only reporting in more "extreme" cases. That is to say, it's been many days past the time that everyone else has managed to clear it and the other criteria I personally use as a threshold on reporting is that they have bothered to shovel their personal sidewalk and driveway but leave the public sidewalk in front of their house iced over. If I see this, I'm reporting every time. Last year, it didn't snow enough or stay cold long enough for this to be an issue to report but in years past it has and I've reported it, and they've come out and the result is the owners take action.

So, it's worked for me in the past and fully expect it to work in the future.
