It's you resigning but agreeing to work until September and make your regular salary, except without going to the office. You can leave earlier than September, but not later. That's it. It's just for people who really hate going to the office and have an empty office available to go to.

It absolutely doesn't say you will be placed on admin leave. It says you may. The fact that so many people on this thread can't accurately read the email is making me think Trump is a little bit right about the quality of the federal workforce. (And I am a federal worker.)
The OPM memo says admin leave, unless the agency needs you. It's probably a trap, but maybe not.
You'd still be a federal employee, though, which would create challenges/restrictions on getting a new job.
Maybe this makes sense if you're going to retire in the next 8 months.

Probably because the articles are calling it a buyout/severance, the email implies you have to work but not in the office, and the memo that just dropped says admin leave.
