How many normal jobs are subject to a brand new administration with varying political ideologies every 4 years?
I imagine a lot of private companies would have a hard time hiring and retaining at will employees if they knew every 4 years there would be a huge turnover in management who may decide to fire them and replace them with their own people. Which is why to function the government provides civil workforce protections. This isn’t even a uniquely American thing, it’s a functioning government thing.
