Not exactly. unlike trump's 2016-2000 years, there wasn't many leaks in Biden's presidency (until his debate).
I'm not trying to make this a political thing, my point stands that if he was going to do it there would be reporting on it.
I also think he has an incentive not to do it noting that agency budgets are flat for the second year in a row and it may be difficult for them to absorb such an increase.
